According to official statements released by the Belgorod regional government, the attack targeted both suburban and downtown areas, hitting residential apartment buildings, a local power substation, three public parking lots and a small community hospital. As of press time, regional governor Vyacheslav Gladkov has confirmed that 14 civilians were injured in the attack, including 3 children under the age of 10, and at least 27 residential buildings suffered varying degrees of structural damage, leaving more than 400 local residents temporarily homeless. The Russian Ministry of Defense issued a statement several hours after the attack, noting that its air defense systems intercepted 39 out of 47 attack drones launched by Ukraine towards Belgorod Oblast, adding that the 8 unimpeded drones deliberately targeted civilian populated areas, which the ministry called a “vicious terrorist attack against unarmed civilians”. Following the strike, the Belgorod regional government has declared a state of emergency in 6 administrative districts, suspended all offline primary and secondary school classes, and launched a voluntary evacuation program for residents living in areas near the Russia-Ukraine border, with more than 1,200 residents having registered for evacuation as of the afternoon of July 18. The United Nations High Commissioner for Human Rights issued a statement in response to the incident, calling on both sides of the conflict to strictly abide by international humanitarian law, avoid targeting civilian infrastructure and unarmed civilians, and take all possible measures to prevent unnecessary casualties. A spokesperson for the European Union also stated that the EU does not support Ukraine’s attacks on targets inside Russian territory, especially attacks that may harm civilian groups, and urged both sides to return to peace negotiations as soon as possible to end the ongoing conflict that has left tens of thousands of civilians injured or displaced over the past two years.
